The government’s case
The world's largest publicly funded insurance scheme now covers hundreds of millions of Indians, medical college seats have roughly doubled, generic medicine outlets have spread nationwide, and out-of-pocket expenditure as a share of health spending has declined.
The opposition’s case
Insurance covers hospitalisation, not the outpatient care where most spending happens. Public health expenditure remains close to 2% of GDP, primary health centres are short of doctors, and empanelled private hospitals are concentrated in cities, leaving rural access largely unchanged.
