Enrolment, institutions, learning outcomes and the gap between a degree and employability.

The government’s case

Enrolment is near-universal at the primary level, thousands of new institutions including IITs, IIMs and medical colleges have opened, and the National Education Policy restructures schooling around foundational literacy, flexibility and vocational pathways.

The opposition’s case

Learning outcomes have not tracked enrolment. National surveys still find a large share of children unable to read a Class-2 text by Class 5, pandemic learning loss is unrecovered, teacher vacancies persist, and graduate employability surveys remain weak.
